Budget 2026 and what it means for family and owner-managed businesses

By Dan Cozens, business services manager, Armstrong Watson

Family and owner-managed businesses will need to consider how measures announced in the recent Budget affect decisions around investment, people, profitability, succession and the future ownership of the business.

Businesses considering a future sale, retirement or transfer of ownership should review the Budget’s changes to business disposal taxation.

The reduction in Business Asset Disposal Relief from April 2027 could increase the tax cost of selling a business, while proposed reforms to company distributions may affect how shareholders extract value from a company or undertake business reorganisations.

For family businesses planning succession or an eventual sale, understanding these changes early will help ensure future decisions are based on commercial objectives rather than being driven solely by tax considerations.

How will investment and employment costs affect businesses?

Changes to capital allowances mean businesses planning significant investment should review their plans carefully.

While tax relief can improve the financial case for investing in equipment, technology or automation, decisions should be driven by commercial objectives and long-term productivity gains.

People costs also remain firmly, with the Government confirming a 3.9% increase in National Living Wage and National Minimum Wage rates.

Many employers face pressure to maintain pay differentials across their workforce, bringing wider implications for recruitment, retention, pricing, productivity and margins.

Some retail, hospitality and leisure businesses may benefit from the Increased Small Business Rate Relief, with the Government stating 70,000 businesses will pay no business rates, while rates for other properties in those sectors will be frozen for two years.

Understanding the Budget impact

The priority for family and owner-managed businesses is now to understand which measures affect their existing plans.

For owners thinking several years ahead, considering these issues together rather than separately will be increasingly important.

Wealth may be spread across the trading company, property, savings, investments and pensions.

With the Government increasing taxation on property and savings income, families have another reason to consider their financial position as a whole, including where wealth is held, the income it generates and what it ultimately needs to achieve.

This becomes particularly important where retirement or succession is approaching. The future of the business, the financial needs of the current owners and provision for the next generation are closely connected and should be planned together.
